  • Full Membership PLAN A - includes a flat fee invoice amount for your 2024 MCOPA base dues AND your enrollment through us for MPA Annual Membership and LDF coverage
  • Full Membership PLAN B - includes a flat fee invoice amount for your 2024 MCOPA base dues AND your enrollment through us for FOP Annual Membership and LDF coverage
  • Full Membership PLAN C - includes a flat fee invoice amount for your 2024 MCOPA base dues AND your enrollment through us for BOTH MPA AND FOP Annual Memberships and LDF coverages
  • Base Membership ONLY - includes the MCOPA 2024 Base dues ONLY

Membership Categories

Active Membership:

Whoever shall hold the title of Chief of Police in a city or town in Massachusetts, the Superintendent of Police of Lowell, the City Marshall of Newburyport, the Police Commissioner of Boston, the Superintendent of the State Police, and the Chief of the Massachusetts Bay Transportation Authority Police.  A Public Safety Commissioner in a Massachusetts city or town, or a Director of Public Safety of a College or University, performing the duties of a Chief of Police on a full-time basis and with the power and authority of a certified full-time police officer to make arrests and a duly appointed acting Chief of Police may be eligible for active membership with voting privileges upon recommendation of the Membership Committee and majority vote of the Members. Further, any person applying for active membership who does not hold one of the above-stated titles shall have his or her application referred to the Membership Committee for investigation and recommendation and thereafter the recommendation shall be referred to the Members for approval or rejection by majority vote. Each police department or law enforcement agency shall be entitled to one active membership only.

The base dues for departments listed above shall be as set forth by population per calendar year payable in the month of January as shown in the table below.  Any member who shall neglect to pay his dues within ninety (90) days from the first day of January shall, after notice by the Executive Director, be reported to the Association for appropriate disciplinary action by the body.  Dues shall not be proportionable.

Population of less than 10,000                                        $577.50

Population of 10,001 to 20,000                                       $726.00           

Population of 20,001 to 49,999                                       $924.00

Population of 50,000 or more                                         $1127.50

The base dues for the Campus Police Chiefs, Special Agent in Charge of the Boston Office of the Federal Bureau of Investigation and other similar heads of federal law enforcement agencies shall be Five Hundred ($577.50) Dollars. 

That the Board of Directors be authorized to set an annual dues increase effective January 1 of each year.  The annual increase will be subject to an override of a vote of the membership at a meeting within 30 days of such notice.

Associate Membership:

Any person, firm or corpora­tion may be eligible for associate membership.  Dues for such membership shall be one hundred sixty ($165.00) dollars per calendar year payable in the month of January.  Dues for the year shall accompany each application, and such dues shall not be proportionable.  Any such member, or if the membership is held by a corporation, a corporate officer or its general manager, may take part in the discussions that come up at any meeting upon permission of the presiding officer, but cannot hold office and is not entitled to vote.  Applications for associate membership shall be made to the Membership Committee in writing by the Chief of Police of the city or town in which the candidate resides and in the case of a corporation membership, the Chief of Police where the corporation has its principal place of business.  The application shall set forth in detail all relevant personal data of the applicant and the Membership Committee shall make its recommendations to the Association for either ac­ceptance or rejection by majority vote.

Life Membership:

Upon the retirement of an active member of the Association after five (5) years, unless waived upon recommendation of the Membership Committee and majority vote of the members, as an active member of the Association for any reason whatsoever except for disciplinary reasons, and upon application by the active member, such individual may be eligible for life membership in the Association upon recommendation of the Membership Committee and majority vote of the Members. A Life Member can take part in the discussions that come up at any meeting.  A Life Member shall be entitled to vote, serve on any committee and be exempt from payment of dues.  If an active member is holding office an Elected Officer in the Association at the time of his or her retirement, he or she shall continue to hold said office until his or her term expires.  If an active member is a member of the Executive Committee in the Association at the time of his or her retirement, the county he or she represents, may replace their regional representative at the next scheduled general membership meeting.  For purposes of this paragraph, “retirement” is defined to mean: leaving office for reasons of disability, longevity or superannuation.

Honorary Membership:

The following persons shall hold honorary membership in the Association during their term of office: Governor, Lieutenant Governor, Attorney General, President of the Senate, Speaker of the House, and the Secretary of Public Safety.  In addition, any person of marked distinction who has shown an unquestion­able interest in the welfare of the Association and its purposes as set forth in its articles of agreement may be eligible for honorary membership.  Such application for honorary membership shall be made to the Membership Com­mittee in writing by the Chief of Police of the city or town in which the candidate resides and one (1) other Chief of Police setting forth in detail all relevant per­sonal data of the applicant and the Membership Committee shall make its recommendation to the Members for either acceptance or rejection by majority vote.  Any such mem­ber may take part in the discussions that come up at any meeting upon permission of the presiding officer and shall be exempt from the payment of dues, but cannot hold office in the Association and is not entitled to vote.
